I spoke to a guy called David today, who works in Worlds Apart (formally known as Nostalgia and Comics), he said the illustration is a character from the BBC series Captain Zep. Trevor Goring who designed the ad also worked on Zep. I have no memory of this series!
Yeah, looks a bit like a duck bill in the foreground, and the background has a hint of the Punisher logo. But probably not. This is going to haunt me. 😏
